Title:
update-manager pops up into the foreground

Status in update-manager package in Ubuntu:
  New

Bug description:
  Hello,

  user story:

I just booted up my PC and started frantically typing to a terminal. I
wasn't paying attention to the update-manager popping up into the
foreground, I was just minding my own business, typing. Then I hit
enter which the update-manager took as approval of the update
procedure it was proposing. Now this approval wasn't intended, that
enter keystroke was meant for the app I was typing to previously.

I'd suggest the update-manager not to pop up into the foreground,
maybe it should start minimized or in the background.

Thank you for the fix in advance
