Public bug reported:

I'm experiencing the same symptom as #1996509, #1995880, #1995087,
though I have done my best to rule out any PPA-installed packages:

$aptitude search '?narrow(?installed, !~Oubuntu)'
i vivaldi-snapshot - Experience the web in a whole new way with Vivaldi.
i zoom - Zoom Cloud Meetings

$ cat /etc/apt/sources.list.d/*.list | grep -v '^#'
deb [arch=amd64] https://repo.vivaldi.com/snapshot/deb/ stable main

$ cat /etc/apt/sources.list | grep -ve '^#'

deb http://us.archive.ubuntu.com/ubuntu/ jammy main restricted

deb http://us.archive.ubuntu.com/ubuntu/ jammy-updates main restricted

deb http://us.archive.ubuntu.com/ubuntu/ jammy universe

deb http://us.archive.ubuntu.com/ubuntu/ jammy multiverse
deb http://us.archive.ubuntu.com/ubuntu/ jammy-updates multiverse

universe multiverse

deb http://security.ubuntu.com/ubuntu jammy-security main restricted
deb http://security.ubuntu.com/ubuntu jammy-security universe
deb http://security.ubuntu.com/ubuntu jammy-security multiverse

I also manually checked out several of the packages identified as potential problems in dist-upgrade/apt.log using `apt-cache policy ...`, and all reported as coming from security.ubuntu.com/ubuntu, http://us.archive.ubuntu.com/ubuntu jammy/... or jammy-updates/...
