OK, it might be because it's not selected by a phased upgrade.

Bug description:
  EDIT:I'm using the software update tool to do a regular package
  upgrade on Xubuntu 20.04.

  I think this might be an issue with softare-updater, honestly.  But it won't upgrade grub, giving this as an explanation:
