[Bug 1966219] [NEW] riscv64 support missing

Public bug reported:

The flash-kernel package does not yet support the riscv64 architecture.

Ubuntu's version of GRUB can load device-trees copied by flash-kernel to
the /boot/ directory via the devicetree command. This will ensure that
we use a device-tree for booting that matches the Linux kernel.
