Robert, the change will mean the binary is going to be started at every
login, even if it's low cost it doesn't seem needed, shouldn't we simply
drop the ubuntu-settings override to set the key to true for ubuntu
sessions?

  New

Bug description:
  Due to backend delay, we want to disable the Ubuntu Pro notification.
  This feature will be re-added at a future time.

  The notification will no longer display, but the code will remain so
  strings will still be available for translation.
