[Bug 1965734] [NEW] Migration from 20.04 to 21.10 fails

I freshly migrated from 18.04 to 20.04, and I was trying to migrate
again from 20.04 to 21.10. Running `sudo do-release-upgrade` results in
an error message about an "unsolvable issue", without much further
details. Relevant information about my system should be attached.
