[Bug 1980008] [NEW] Subiquity guided install with LVM fails to boot

Public bug reported:
In a KVM using Subiquity doing an install with default values and Guided
Encrypted LVM will fail to boot.
On boot will be a password prompt to unlock the FS. If that is supplied,
boot can continue.
Scenarios
* Current daily Kinetic + subiquity edge: fail
* ubuntu-22.04-live-server with network enabled: fail
* ubuntu-22.04-live-server with no network: pass
