[Bug 1979850] [NEW] libudev-dev version 249.11-0ubuntu3.1 is missing in the repository

Public bug reported:

The mentioned version is missing, hence preventing an installation of
the -dev package into an up-to-date system.

If I would force version 249.11-0ubuntu3.3 of libudev1 and libudev-dev,
it would remove essential parts of my system.
