[Bug 1969305] [NEW] Export XDG_CONFIG_HOME and XDG_DATA_HOME as well

Their default values should be set as per XDG base-dir spec, i.e.:

XDG_CONFIG_HOME="$HOME/.config"
XDG_DATA_HOME="$HOME/.local/share"
