Is intel-microcode a "Canonical-supported free and open-source
software"?

If not then how can it be included in a section meant for "Canonical-
supported free and open-source software" i.e. main?

Bug description:
  Hello!

  This Ubuntu help page
  https://help.ubuntu.com/community/Repositories/Ubuntu says "Main -
  Canonical-supported free and open-source software." Since intel-
  microcode is not a free and open source software it should not be in
  main.

  Same issue with amd64-microcode.

  (From the same page it seems these both packages should be in
  "restricted".)
