[Bug 1980476] [NEW] Installation stuck at "Updates and other software"

Public bug reported:

Trying to install stock Ubuntu 22.04 on a Dell Inspiron 5300 (CID
201912-27634).

In the "Updates and other software", I select "Install third-party
software for graphics...", since this device has an nvidia GPU.

After I press Continue, nothing happens for a long time, then the
"Install Ubuntu 22.04" is not responding pop-up shows up.

In the syslog, it's clear that a lot of things are happening, but
nothing is reflected in the GUI, and anyway it stops doing anything at
some point.

A few things I spotted in syslog:

Jul  1 08:47:04 ubuntu ubiquity: Can't load /var/lib/shim-signed/mok/.rnd into RNG#015

Secure Boot is deactivated. I tried activating it in the BIOS in Deployed mode, but it refused to boot the USB drive, so I then put it in Audit mode.
