It's possible you had a bad write to your installation media or for some
other reason its contents could not be read correctly. If you're still
having problems you should try re-writing the image to your media (and
possibly re-download it as well).

Bug description:
  I have exactly the same bug with Impish 21.10 at the end of ubiquity
  first installation just before reboot in a session with oem temporary
  user prepare for expedition script

  this morning I have the same problem with new Jammy 22.04
