Title:
  Upgrading from 20.04 to 22.04 leaves libruby2.7 and libssl1.1 packages
  broken

Status in ubuntu-release-upgrader package in Ubuntu:
  Expired

Bug description:
  I've upgraded a number of machines from 20.04 to 22.04.

  So far every single machine has left unremovable packages behind, and
  they are always the same:

   * libruby2.7
   * libssl1.1

  Trying to fix this is sometimes very difficult as uninstalling either
  libruby2.7 or libssl1.1 triggers the uninstallation of ruby and
  libruby3.0, rake, and various other packages.

  I don't understand how libruby2.7, libruby3.0, and libssl1.1 are all
  linked to eachother, leaving this big unfixable mess at the end of the
  upgrade, or how libruby2.7 and libruby3.0 are even linked.

  Again, this happens with every 20.04 to 22.04 upgrade so far. All have
  been Kubuntu, although I don't think that matters.
