That commit is included in the development version (coming Ubuntu
23.04).

$ lsb_release -irs
Ubuntu
23.04
$ dpkg-query -W manpages-dev
manpages-dev	6.01-1
$ man 2 copy_file_range | grep EOPNOTSUPP
       EOPNOTSUPP (since Linux 5.12)
