Bug description:
  jammy libsystemd-dev has wrong dependency version to libsystemd0 (and
  fails to install)

  libsystemd-dev wants libsystemd0 = 249.11-0ubuntu3 but
  249.11-0ubuntu3.6 is installed.

  installation currently fails:
