Additionally, looking at the code it looks like the command the upgrader
is running is 'sanap debug connectivity' so if you could run that
manually that also may be informative.

best upgrade experience make sure that your system can connect to
api.snapcraft.io.

inside a VM with http://cdimage.ubuntu.com/ubuntu-server/focal/daily-
preinstalled/20220829.1/focal-preinstalled-server-
riscv64+unleashed.img.xz.
DNS entry api.snapcraft.io resolves correctly. Ping is not possible do
to default security restrictions in the Ubuntu 22.10 host.
