Looking at VarLogDistupgradeAptlog.txt, I think this is the issue:

 Installing libjbig-dev as Depends of libtiff-dev
   libjbig-dev:amd64 Depends on libjbig0:amd64 < 2.1-3.1+b2 @ii mK > (= 2.1-3.1build3) can't be satisfied!

AFAICT, the version of libjbig0 you have installed (2.1-3.1+b2) is not
published in the Ubuntu archive. Please try removing this version of the
package, and re-install from the Ubuntu archive (just `apt install`, but
disable any third-party sources that may have provided this package
first).

After that, try the upgrade again.
