Thank you for taking the time to report this bug and helping to make
Ubuntu better.

Are you sure you don't have another session/process in another
terminal/window that has the 'lock' & thus is preventing the 'release-
upgrade' process from running?

Bug reporting is mostly about finding & fixing problems thus preventing
future users from hitting the same bug.

I suspect a Support site may be more appropriate, eg.
