Title:
  lspci dependency missing in ubuntu-release-upgrader-core

Status in ubuntu-release-upgrader package in Ubuntu:
  New

Bug description:
i had 2 more or less identical servers with ubuntu 20.04 minimal server.
  - i upgraded one before the lts upgrade was available in 2 steps (via 21.10 & 22.04) some months ago.
  - one today directly from 20.04 to 22.04.

today i got error in the beginning of the upgrade process:
FileNotFoundError: [Errno 2] No such file or directory: 'lspci'
After installation of package pciutils upgrade was successful.

I think there is missing dependency of pciutils in recent ubuntu-release-upgrader-core.
(don't know if earlier version of ubuntu-release-upgrader-core don't need this package or why it was working before).

please feel free to move it to the correct place (20.04 bug or 22.04
  releated/blocker)
