It looks like you have installed python3 from the deadsnakes PPA:

  Installing python3.10-dev as Depends of python3-dev
    python3.10-dev:amd64 Depends on python3.10:amd64 < 3.10.6-1+focal1 @ii mK > (= 3.10.4-3ubuntu0.1) can't be satisfied!

To resolve the issue, please use the ppa-purge tool to remove any
packages installed from ppa:deadsnakes/ppa, and then try the upgrade
again.
