Successfully reproduced using only virt-manager:

Memory: 4096
CPUs: 2
Disk: 20 GiB

First pass, Xubuntu installed successfully.

Second pass:
1. Try or Install Xubuntu
2. Welcome screen: Click Install Xubuntu
3. Keyboard layout: Click Continue
4. Updates and other software: Click Continue
5. Installation type: Install Xubuntu 22.04.1 LTS alongside Ubuntu 22.04.1 LTS, Click Continue
6. First install: /dev/vda3 allotted 12.4 GB; new install, /dev/vda4 allotted 8.6 GB. Click Install Now, then Continue, then Continue to confirm disk changes
7. Where are you? New York, click Continue
8. Who are you? Xubuntu, enter details, click Continue
9. Installation is complete. You need to restart the computer in order to use the new installation. Click Restart Now.
10. GRUB: Select Ubuntu or let the menu time out
11. Screen goes black with busy cursor (not sure if this cursor is the guest or host)
12. Force restart
13. Kernel panic

Title:
Xubuntu 22.04.1 installed alongside Xubuntu 22.04.1 results in kernel
  panic

Status in ubiquity package in Ubuntu:
  New

Bug description:
I created the initial Xubuntu 22.04.1 virtual machine in GNOME Boxes.
  To install alongside
  (http://iso.qa.ubuntu.com/qatracker/milestones/437/builds/254989/testcases/1301/results)
that original install, I loaded the same VM in virt-manager and
performed the install. I left everything as default and Xubuntu
  reportedly installed successfully.

Upon reboot, Xubuntu at first did not boot fully, only showing a black
screen and a busy cursor. I rebooted again, and this time I received a
kernel panic. The kernel panic persists with multiple reboots.

The originally installed Xubuntu 22.04.1 still boots, the issue only
seems present with the newly installed one.

20 GB disk, 4 GB memory.

I'll attempt to reproduce in a separate VM.
