I was looking at a crash report in the Ubuntu Error Tracker,
https://errors.ubuntu.com/problem/cdab89fcafebeb89cb00fd1334bafc73549a2517,
and trying to figure out how it could have happened and was able to
recreate it with the following steps.
1) Open a terminal
2) Run do-release-upgrade --frontend DistUpgradeViewGtk3 -d
3) Authenticate
4) Observe the Release Notes dialog
5) close the terminal
6) Click Upgrade
