[Bug 1968061] [NEW] python-igraph: FTBFS with LTO on ppc64el, s390x

Public bug reported:
python-igraph 0.9.9-1 [1] and 0.9.9-1build1 both FTBFS with LTO enabled on ppc64el and s390x.
Out of curiosity, I tried building dwz from upstream's git, but that didn't change the result.
Adding python-igraph to lto-disabled-list works around the problem.
