Alright I think I've got a fix/workaround but will wait and see if
upstream has a better idea first:

Bug description:
  The live session shutdown prompt that tells you to remove the
  installation media and press ENTER is missing. The spinner just keeps
  spinning.

  This seems to be a new problem since plymouth
  0.9.5git20210406-0ubuntu1 was introduced to the ISO.

  Workaround:

  Press Enter to shut down. It still works.
