It appears casper-stop is still running as intended because this appears
on tty1 (VT1):

  Please remove the installation medium, then reboot.

So that means /bin/plymouth is executable and was successfully pinged.
It just failed to respond to:

  chvt 63
  plymouth message --text="$MSG"

Maybe with the new forking logic we're talking to the wrong instance?

Bug description:
  The live session shutdown prompt that tells you to remove the
  installation media and press ENTER is missing. The spinner just keeps
  spinning.

  This seems to be a new problem since plymouth
  0.9.5git20210406-0ubuntu1 was introduced to the ISO.

  Workaround:

  Press Enter to shut down. It still works.
