Bug description:
Choosing Russian for Ubiquity installation process. Arrive at 'Where
are you?' screen. Names of locations and cities are not translated.
Keyboard layout hasn't changed.
Expected behavior: names are translated, keyboard layout changes as
soon as it's selected on the 'Keyboard layout' screen.
