Public bug reported:

Conducted system update per OS/Ubuntu notification.  When the update
failed the first time, I reinstalled the entire Ubuntu OS again on my
raspberryPi4.  After reinstalling Ubuntu, the failures continue and I'm
unable to complete the OS updates.
