  Can't update system when using mirror:// repo

Bug description:
  I use mirror://mirrors.ubuntu.com/mirrors.txt as Ubuntu package
  repository on my laptop, since I used to (thanks to COVID) travel and
  wanted to use fastest mirror whenever possible. It works great,
  however do-release-upgrade/update-manager both fail with those: they
  report as if ubuntu-minimal package is missing (and I've checked that
  isn't the case in all mirrors chosen by mirror://). So for last 3
  updates or so I have to manually switch mirror:// repository to some
  regional http:// one, then update-manager does it's thing, then I
  switch back and everything works as expected.

  I think that behaviour of do-release-upgrade can be fixed.
