This release of Ubuntu is no longer receiving maintenance updates. If
this is still an issue using a maintained version of Ubuntu then please

  When Update Manager requires a restart, clicking on Restart Now hangs.

  You must click on Restart Now a second time for the restart to be
  triggered.
