[Bug 1930137] Re: missing dependency on libpod-parser-perl

licensecheck depends on libpod-constants-perl (apparently installed),
which at version 0.19-2 in hirsute depends on libpod-parser-perl (so,
should also be installed already).  Incomplete upgrade to hirsute
perhaps?

  The error persisted after apt install --reinstall licensecheck.
  The error did not happen any more after I wrote sudo apt install libpod-parser-perl.
