Ok the other machine I was having this issue with is a kvm-qemu virtual machine acting as a mail server.  On it I remove xorg-xserver-video* and with those removed it no longer hangs.  So it seems somehow xserver graphics/video are involved.  My workstation is using intel internal graphics and
it is an i7-9700k so I use the kernel based x-server on it and don't need the others.

Bug description:
  If you type "systemctl reboot" instead of rebooting the machine hangs
  hard, nothing except a hard power cycle seems to get it's attention.
  This is true of both physical hardware and virtual machines, it was
  NOT a problem under groovy.
