Background:
This was a 18.04/bionic install; though I've tried to install Lubuntu
focal daily on it twice (errors twice) so this could reveal extra
detail as to what the issue is, or be a consequence of something
else... Either way I'll look and hopefully learn more soon.

May 18 06:03:42 kubuntu /plugininstall.py: Could not restore packages from the previous install:
NOTE: if this issue is just the restoration of prior packages, it's
NOT A CONCERN, as I may very well have had python2, Qt4 & other no
deprecated software & the error message telling me all packages could
not be installed is not surprising. This box is old; /home will
contain data from late-GTK2 days (ubuntu 11.04 era upgraded & re-used
like I did today)
