  Azure Ubuntu 18.04.5 LTS hit a bug when running 'do-release-upgrade'

Bug description:
  I spun up an Azure instance of Ubuntu 18.04 LTS from Marketplace.  I
  then ran 'do-release-upgrade' and it hit a bug.  I then followed
  instructions on screen to report the bug, which then said:
