Additionally, the client has been broken since the release of Ubuntu
18.04 LTS and not much has been missed with the package not working and
recent data not being available.

Bug description:
  The backend for popcon.ubuntu.com has been broken for some time and
  subsequently popularity-contest should drop the changes which were
  specific to Ubuntu rather than continuing to try and submit
  information which will fail and is not used.
