GCC 8 and newer have the correct error message:

struct.cc:29:1: error: initialization of flexible array member in a nested context
   29 | };
      | ^
struct.cc:29:1: error: initialization of flexible array member in a nested context

Title:
  gcc compile fail with internal error while compiling structs

Status in gcc-defaults package in Ubuntu:
  Fix Released

Bug description:
  Having the below struct-structure, the compiler fails with internal
  error:

  struct xxxx_option
  {
      const char *option;
      const char *description;
  };

  struct xxxx_menu_sub
  {
      const char *category;
      struct xxxx_option option [];
  };

  struct xxxx_menu_sub menu [] =
  {
      {
          "MENU1",
          {
              { "a", "AAA" },
              { "b", "BBB" }
          }
      },
      {
          "MENU2",
          {
              { "c", "CCC" },
              { "d", "DDD" }
          }
      }
  };

  # cc src/structerror.cpp -o build/structerror
  src/structerror.cpp:45:1: internal compiler error: in output_constructor_regular_field, at varasm.c:5030
   }
   ^
  Please submit a full bug report,
  with preprocessed source if appropriate.
  See <file:///usr/share/doc/gcc-7/README.Bugs> for instructions.

  Removing "MENU2", "c" and "d": The compilation works.
