So glibc behaves as expected, and this is not a glibc bug. Actually it's
not a bug against any particular package, since it's an effect of the
approach with language packs which Ubuntu has used for many years.

If you want to discuss that approach, I would suggest that you start a

  Invalid

Bug description:
  locales is generating for every available English locals by default
  where as my /etc/locale.gen file is set only for `bn_BD UTF-8` and
  `en_US.UTF-8 UTF-8`. The issue was there for a long time but didn't
  bother to report it until now.
