We do not actually care about this on pre-impish releases, since their
dpkg builds with xz anyway. This is just an artefact from binary copying
the shim :/

Bug description:
  Dpkg's default compression may change to zstd in 21.10 (LP: #1923845).
  The packages listed here should be changed to compress the binary
  packages with xz to make binary copying them to Trusty and Xenial
  safe.
