[Bug 1931853] [NEW] L(ubuntu) Install Multi-Report-dist-upgrade

Public bug reported:

switched distributions after a series of problems with Ubuntu packages continually breaking. Switched to Solus-Plasma. Didn't care for the ballo.file filing system creating enormous file sizes nor the very limited capabilities of eopkg pkg manager. So tried installing Lubuntu. 1st install resulted in system dropping into drecut initramfs and was unable to resolve issue from journalctl. had to remove drive boot using usb. switch boot to boot from usb. turn off reinsert drive reinstall. after a few days i realized that my filesystem still had KDE Plasma files and Kcore files still present. was recommended to try to reinstall a fresh version of Lubuntu through support channel. So I did. now im finding a host of other problems. The largest being memory leaks that i cant find the source of as well i cannot but into the bios of my OS nor can i use the system tools menu when booting the system. I tried submitting this 1st report using the apport ubuntu-bug install and installer tool but it refused to find any issues. 
going to continue running apport precompile report options to gather as much data as possible.

*Note*
Distrubtion-release- when reinstalling the last time the sustem wouldnt upgrade any packages including the ones with safety flags. i had to manually use aptitude pkg manager to go in find dependencies resolve individual installs example install kernel 1.1.1-0 then install kernel 1.1.1-1 and remove kernel 1.1.1-0. trying to install via other methods apt-get or sudo dpkg --configure -a only resulted in would break or have held broken packages error message.
