You cannot upgrade because you have 3rd party PPA's installed. Try removing them before upgrading:
sudo apt-get install ppa-purge
sudo ppa-purge ppa:oibaf/graphics-drivers
sudo ppa-purge ppa:graphics-drivers/ppa

Let us know if the upgrade works then.
The freezing is a completely different issue.

Bug description:
  didnt let me update to ununtu 20. and sometimes browser will freeze
  and i will have to reboot and make a manual fsck on intrafms, ive done
  this several times and still does it. i think is the same bug, my
  computer used to be windows, and apparently theres no trace of windows
  in the machine.
