For help in ensuring you packages are fully upgraded; refer to
https://help.ubuntu.com/community/EOLUpgrades
I don't have access to an eoan/19.10 system, and online package
databases are gone (having been EOL too now long), so I can't look up to
see if packages are 3rd party or Ubuntu repositories, so I'll just
suggest you 'upgrade via re-install'.
You can install using "Manual Partitioning", select your existing partition(s) and as long as you don't format, the installer will
- note your packages,
- erase system directories (user configs for Lubuntu are stored in $HOME or user directory),
- install system,
- attempt to add-back additional packages you had install (if available in Ubuntu repositories for the new release)
- then ask to reboot.
Even if you get a warning that some packages could not be restored (this
can occur for numerous reasons, eg. a dropped package as it relied on
python2, Qt4 or like deprecated toolkit for example), the warning is
rarely of concern.
