I confirm no message shows for removing the iso medium. Tested on Xubuntu daily build 20210224 ISO. If we hit escape we see following error.
"Starting shuts down the 'live' preinstalled system cleanly...entd or progress polling."

Bug description:
  Xubuntu hirsute daily installation QA-test on
  - dell [optiplex] 755 (c2d-e8300, 8gb, amd/ati radeon rv610/radeon hd2400 pro/xt)

  At completion of install, it suggested I reboot so I was accepted. I
  then got the Xubuntu plymouth screen, and it sat there ...  for >60
  mins

  ** Expected Result

  Xubuntu plymouth close/shutdown screen
  Message "Please remove the installation medium, then press ENTER:"
  I press enter and it reboots

  ** Actual Result

  Xubuntu plymouth close/shutdown screen
  It just sits there... no message (>60 mins for this test)

  On enter it reboots

  I don't believe this is new, I believe I saw it during the groovy
  cycle too; however just pressed enter

  I also believe it's related to this box screens. This box has 2x
  1280x1024 displays, however on boot of Ubuntu & Debian *live* systems
  the monitors show as mirror'd, and one display is currently running at
  1024x768; being mirrored I think both run at the lower resolution thus
  I believe the 1024x768 screen is the reason this issue occurs.

  The Xubuntu logo was not central on the display; I think it was out
  b/c of displays both running at 1024x768, and the portion out is I
  suspect appropriate if drawn for 1280x1024.

  I can re-create this  (this box only though, which I believe relates
  to video card and/or screen resolution)
