[Description]
Provide updated logic and messaging for ESMApps package availablity in data/apt_check.py. This text will announce if an LTS release has entered ESM support and publish available security updates for UA Apps: ESM and UA Infra: ESM package counts on that LTS release.


[Rationale]
MOTD on LTS systems that are entering ESM (Xenial) should advertise clearly that the current release has now entered the ESM part of it's lifecycle and notify customers about the free ESMApps support that is available to patch their system to avoid bit-rot and security exposure.

The reason we need an FFe in this case is because we want to release
this functionality upstream in hirsute before SRUing this functionality
to all the releases where it will remain active.

[Timeline]
Current specs are in flight for base-files and update-notifier MOTD changes. Expectation is beginning of March for updated text content for this work.

[Risks]
Low risk as these changes are text-only formatting and additions from /etc/update-motd.d/ partsdir files. Potentiall errors in these text config files end up catching errors and omitting errored content without negative impact to remaining MOTD messaging.
