[Bug 1926546] [NEW] Cannot upgrade to 20.04 per 'unresolvable problem'

Public bug reported:

All ppas have been purged as far as I can tell - the 'unresolvable
problem' originally told me to use ppa-purge. After doing so, it now
simply reports an 'unresolvable problem'.
