There's one thing I saw, though: the above MPs leave out `console=tty1`,
meaning the graphical console will be silent now.

Should I file a separate bug? I wouldn't like this to hold up the
existing MPs.

  $ cat /proc/cmdline 
  BOOT_IMAGE=/boot/vmlinuz-5.4.0-53-generic root=PARTUUID=6f81c7ba-8fb3-44d5-ac47-d9f71d4613d2 ro quiet splash

  Compare that to a generic cloud image:
  BOOT_IMAGE=/boot/vmlinuz-5.4.0-1037-kvm root=PARTUUID=c5a77234-d27c-4c92-b206-69f94a82b3c3 ro console=tty1 console=ttyS0

  This makes it much trickier to debug.
