Please try uninstalling the oracle-java11-installer-local package first
and then try the upgrade again.

Setting up oracle-java11-installer-local (11.0.9-1~linuxuprising0) ...^M
Before installing this package,^M
please download the Oracle JDK 11 .tar.gz file^M
with the same version as this package (version 11.0.4),^M
and place it in /var/cache/oracle-jdk11-installer-local,^M
^M
E.g.:^M
sudo mkdir -p /var/cache/oracle-jdk11-installer-local^M
sudo cp jdk-11.0.4_linux-x64_bin.tar.gz /var/cache/oracle-jdk11-installer-local/^M
sha256sum mismatch jdk-11.0.9_linux-x64_bin.tar.gz^M
Oracle JDK 11 is NOT installed.^M

Bug description:
  Using Ubuntu 18.04. Got prompted to upgrade to 20.04 again today.
  Tried before but never works. Today I got the following info on
  screen.

  Could not install 'oracle-java11-installer-local'
  The upgrade will continue but the 'oracle-java11-installer-local' package may not be in a working state. Please consider submitting a bug report about it.

  Installed oracle-java11-installer-local package post installation
  script subprocess returned error exit state 1

  Could not install the upgrades
  The upgrade has aborted. A recovery will now run (dpkg - configure -a).
