I did that Ubuntu-release -upgrader -p. It asked me to install all available updates. So I typed sudo apt-get updates. It did 5 lines:
Hit:1 http//mirror.intergrid.com.au/Ubuntu focal InRelease
Hit:2 http//mirror.intergrid.com.auUbuntu focal-updates InRelease
Hit:3 http//mirror.intergrid.com.auUbuntu focal-backports InRelease
Hit:4 http//mirror.intergrid.com.auUbuntu focal-security InRelease
Reading package lists... Done
I then went to software updates and got the same stuff about partial
upgrade or continue. So I gave up again.
