Thanks Robert for the quick confirmation, so I assume that the bionic,
focal, and groovy images will be updated to include VMTools version
info. We will let customer to retry once the new images are available.

Bug description:
  with groovy-server-cloudimg-amd64.ova daily build, when only deploy OVA and don't power on VM, the VMTools status is "toolsNotInstalled"
  But in fact, we have installed open-vm-tools.
