unbreak ubuntu:desktop-preinstalled images without subarch
Prior to groovy, ubuntu:desktop-preinstalled images for hyperv used to
build fine.
Introduction of ubuntu:desktop-preinstalled for raspi subarch, did not
take into account the hyperv images, and thus regressed building them.
It resulted in no ubuntu-desktop getting installed in the image, luckily
resulting in the image failing to build.
Correct this by ensuring that ubuntu-desktop is installed with, or
without subarch specification.
