* Merge from Debian unstable (LP: #1900436). Remaining changes:
- Ship ICU timezone data files which are utilized by php and update them
to 2020b.

- Revised predictions for Morocco's changes starting in 2023.
- Macquarie Island has stayed in sync with Tasmania since 2011.

* Update German debconf translation, by Helge Kreutzmann. Closes:
#960783.
* Update Dutch debconf translation, by Frans Spiesschaert. Closes:
#963007.
* Update Portuguese debconf translation, by Rui Branco. Closes:
#871051.
* Update debian/upstream/signing-key.asc.
* Get rid of old SystemV timezones, as this has been fully removed
upstream. Convert existing configuration to the "new" America/*
names.
* Drop pacificnew support, it has been removed upstream.

Bug description:
There is a new upstream release of tzdata, 2020b, which includes the
following:
* New upstream release, affecting past and future timestamps:
- Canada's Yukon changes to -07 on 2020-11-01.
- Casey, Antarctica is at +08 in winter and +11 in summer.
- Correct several transitions for Hungary for 1918/1983.
Verification is done with 'zdump'. The first timezone that gets
changed in the updated package is dumped with "zdump -v
$region/$timezone_that_changed" (this needed to be greped for in
/usr/share/zoneinfo/). [For example: "zdump -v Africa/Casablanca".]
This is compared to the same output after the updated package got
installed. If those are different the verification is considered done.
