It appears that this command did the trick (took it from here:

sudo apt-get update && sudo apt-get install --reinstall python3-six python3-certifi

Would be nice to have a professional explanation of what was "messed
up". Thanks!

  When trying to open software-properties-gtk  via Terminal (via GUI:
  “Settings & Livepatch”) the following error is returned in the
  terminal and software-properties-gtk does not open.
